ETSI publishes final draft EN 301 489-34 V1.3.1
ETSI has published a final draft of MoU standard EN 301 489-34 V1.3.1 for EMC in common mobile phone chargers as defined in EN 62684:2010. The proposed revisions, due for approval in May 2012, include:
- references to Annex II being replaced by EN 62684;
- output ripple is no longer measured during continuous immunity tests, only VOUT = 5 V ± 5% over the load range is tested;
- and emissions and immunity tests now refer to EN 301 489-1, rather than directly to EN 55022, EN 55016 or IEC 61000-x-y. This change specifies new testing limits for radiated emissions to 6 GHz (whereas EN 55022 specifies limits to 1 GHz).

EC publishes MoU Annex III Guide on Implementation
The European Commission has published MoU Annex III providing guidance on how initial common mobile phone chargers should comply with the MoU requirements. The recommendations relate to the two standards developed by CENELEC and ETSI: IEC 62684 and EN 301 489-34. In addition to several clarifications, Annex III includes the following:
- a revised Common Mode Noise (CMN) test method requiring measurement of all pulses longer than 250 ns (ie with frequencies < 4 MHz);
- a CMN limit ≤ 2 Vp-p; and
- a recommendation that output ripple measurement during immunity testing is ‘not critical’. This is in line with ETSI’s published final draft V1.3.1 of EN 301 489-34, due for approval in May 2012.

ITU L.1000 standard – version 2 - for mobile device adapters/chargers now pre-published
Version two of this influential standard for universal adapters and chargers for mobile devices has now been pre-published. And it proposes two essential performance features for a new ‘target’ solution due to be implemented in 2014:
- IRATED from 750 to 1500 mA (currently 500 to 1500 mA);
- and no-load power consumption of < 30 mW (now <150 mW).
Other key points are:
- common mode noise and ripple to conform to IEC 62684 (MoU standard);
- and a detachable cable should have USB type-A and micro-B plugs.

EC publishes two critical MoU standards for universal mobile phone chargers
Two standards from the MoU aimed at harmonising chargers for data-enabled mobile phones have now been published and adopted. EN 301 489-34 addresses amongst other things EMC emissions and immunity:
- the new standard uses existing limits for emissions eg EN 55022 class B, EN 61000-3-2/3;
- and tougher requirements for immunity, eg 10 V/m rather than 3 V/m for radiated immunity.
IEC EN 62684 (previously coded as EN50558) addresses interoperability:
- maximum ripple 80 mVp-p;
- and maximum common mode noise specified for 5 frequency bands up to 100 MHz.
